Who Is Watching Big Brother?
The Patriot Act expanded the ability of the government to conduct surveillance on people while reducing the checks and balances of those powers.
The Patriot Act expanded upon four areas of surveillance. The government has the power to retrieve records of an individual held by a third party. Private property can be searched without prior notification to the owner. There has been an expansion on the ability of the government to collect foreign intelligence information. Lastly, the fourth amendment now covers spying in order to collect "addressing" information about the origin and destination of communications, as opposed to content.
Section 215 of The Patriot Act
The most significant area of the Patriot Act is Section 215, which allows the FBI to retrieve any record by a third party, held by any library, university, doctor or Internet provider of their client. In addition, any person or organization that turns over records is prohibited from disclosing the search to anyone.
The criteria for obtaining this information have been abridged as well. The FBI does not have to show probable cause to obtain records, but only an assertion that the information relates to a terrorist investigation. Collection of evidence for surveillance is not necessary, as the government only needs to certify to a judge that collection meets the broad criteria of the law. Judges do not have the authority to reject the application. Judicial oversight shrunk even more after September 11, 2001, when The Patriot Act much broader interpretation spanned to cover government use of the State Secret privilege.
State Secret Privilege
The Bush and now Obama administrations use of the State Secret Privilege was not to argue that specific documents were secret and should not be allowed in a court case, but to compel entire lawsuits to be dismissed in advance on the grounds that any judicial adjudication of the most illegal secret government agency would harm national security. In other words, judicial oversight could exempt entire federal programs, removing public disclosure and simultaneously ignoring the process to check against governmental abuse.

Effective drug abuse treatment engages the participant in a therapeutic process, retains the user in treatment for an appropriate length of time and helps the addict learn to maintain abstinence over time. Addicts may require multiple episodes of treatment. Outcomes for drug abusing offenders in the community can be improved by monitoring drug use and by encouraging continued participation in treatment.
